House Clearance Edinburgh Local Authority Survey On Recycling
House Clearance Edinburgh can report that the ambitious recycling targets in the National Waste Strategy are unlikely to be met without additional funding and support. That’s according to a survey of over 100 local authorities in the UK conducted by the Institution of Civil Engineers. 82% of councils replying believed that extra funding is needed. House Clearance Edinburgh Waste Manager, John Davis reveals that the consistent theme arising from the survey is the need for stronger and more effective support for recycling, particularly to develop large and stable markets for recycled material.
Other findings include:
• 92% of councils do not consider that current markets for recyclables are sufficiently robust to meet the strategy’s recycling targets.
• 79% of local authorities believe that recycling targets should reflect regional differences and be statutory.
• A large majority of councils support measures to boost recycling markets, such as removing VAT from products containing recycled materials and setting recycled content targets. However they show little faith in the likely success of a new national organisation to support new markets or new guidance for reprocessors on material standards.
• Strong support for financial incentives for waste collection and disposal authorities to minimise waste.
A new waste strategy for Edinburgh sets a recycling target of 25% by 2017, with a recovery target of 40%, a substantial increase on its current recycling rate of 5%. It also sets interim goals of 25% recovery and 15% recycling by 2017. It also wants household waste to be reduced to its 2012 level by 2018 and cut by a further 1% every three years. As part of the Strategy, the Government has pledged to help improve markets for recycled materials, partly by developing product specifications for compost and recycled aggregates. Funding for recycling will be made available from the Environment and the Department of Trade.
